RLI is in the forefront of providing cosmetic laser training, specializing in Laser Hair Removal (LHR) certification courses in the state of Texas. We provide the training for the state inspectors at the Department of State Health Services’ office.

RLI offers a comprehensive aesthetic laser safety course that meets the requirements of ANSI Z136.3, The American Standard for Safe Use of Lasers in Healthcare, TJC, and OSHA as well as many other state requirements. Our course curriculum brings a comprehensive program to the attendee that is unrivaled in the areas of physics, safety, risk management, business development and aesthetic patient education.
For Texas participants our course has been approved by the Texas Workforce Commission and attending this course meets the requirements of HB449 and Texas Administrative code 25 289.302. Upon completion of the 40 hour course you will meet the requirement for Apprentice in Laser Hair Removal.
Arizona has also approved our 40 hour course to meet the requirements for safe use of lasers in laser hair removal and IPL procedures.
The ANSI Z136.3 addresses all personnel working in cosmetic and aesthetic environments and our course provides the essential tools to implement change in their practice for compliance.

Patti Owens provides consultation services in the areas of medical and aesthetic laser training programs along with in-office management services. Her expertise in the theory and clinical aspects of a cosmetic practice, along with over 13 years of hands-on treatments using various laser and light based devices, offers students a comprehensive focus into this ever expanding technology.
Patti Owens is presently working with Dr. Mark Sofonio, Board Certified Plastic Surgeon, as a surgical, aesthetic and PACU nurse in Rancho Mirage, CA. Patti’s previous employer for 13 years was Dr. James Brazil MD, Dermatologist, at the Olympic Dermatology and Laser Clinic in Olympia, WA. Patti managed the laser/aesthetic and marketing program along with performing a variety of cosmetic and aesthetic laser procedures. Her expertise encompasses laser / IPL / and radiofrequency devices in treatment of vascular and pigmented lesions, laser hair removal, tattoo removal, facial rejuvenation, and body contouring. She is also well versed in facial injectables for volumization and wrinkle reduction. She has been a clinical investigator in the planning and initiation of various FDA studies.
Patti has worked with Rockwell Laser Industry in the field of aesthetic and cosmetic education over the last 8 years. She has been the primary instructor in Texas in the field of IPL and laser hair removal and rejuvenation for the last 10 years and facilitated the initial education of the Texas Board of Health Inspectors. In each of her courses, she delivers vital information for business development and risk management whether one is in a clinic, spa or hospital environment..
She has been the Nursing/Allied Health Chairperson of ASLMS and in 1999 received the Nurse Excellence Award. She served a three year term as the Nursing-Allied Health Representative to the board at ASLMS from 2009 - 2011. She is presently a national consultant for a variety of laser companies and organizations including Rockwell Laser Industries, Dermatologic Nurses Association (DNA), American Society of Laser Medicine and Surgery (ASLMS), Solta and Lumenis Laser Company. Patti is an active member on the ANSI Z136.1, .4 and .3 committees. She serves as a member of the International Electrotechnical Commission (IEC) TC 76 WG4..
Patti received her BSN from the University of Colorado in 1976 and graduated with her Master’s degree in Health Administration from Chapman University in 1996. Her co-authored book with Pamela Hill, Milady’s Aesthetician Series, Laser and Light Therapy, was published in 2009 by Cengage Learning.
