Ken Barat, CLSO, Course Lecturer
Ken Barat is the Laser Safety Officer for the National Ignition Facility
Directorate at Lawrence Livermore National Laboratory. He is a Certified LSO
and Fellow of the Laser Institute of America, winner of the Tim Rener User
Service Award from the Advanced Light Source, 2001. Ken was LSO at Lawrence
Berkeley Nat. Lab, and lead the Non-ionizing group for the Arizona Radiation
Regulatory Agency. He is a member of several ANSI committees, including the
Main Z136 group, control committee, non-beam committee and Educational
Z136.5 committee. Ken has lectured on laser safety throughout the US and
abroad. He has authored several laser safety articles, contributed a chapter
on Medical laser safety for a textbook and has lectured for several
professional societies including the Health Physics Society and AIHA and
National Safety Council. |

Judy Chamberlain, R.N., Consultant
Judy Chamberlain has been involved in laser nursing at the Cincinnati Christ Hospital for nearly 10 years where she served as Divisional Director, Perioperative Nursing and as the Laser Safety Officer. She holds BS and MS degrees in nursing. Judy is active in the American Society for Laser Medicine and Surgery and is a former member of the editorial advisory board of Laser Nursing Journal. Judy serves as principal lecturer for the RLI Medical Laser Safety Officer course. |

Christina M. Davies, B.A., CMLSO, Course Director and Lecturer
As Founder and Owner of the Laser Training Institute of New York, and as partner with Rockwell Laser Industries, Christina M. Davies is the Director of the Long Island, NY, nationally accredited Rockwell Laser Industries Training Institute (RLITI) Medical Aesthetics Hands-On Laser Training Seminar/Workshop for Physicians, Nurses, Laser Technicians, Aestheticians and Electrologists. Ms. Davies is a B.A., Summa Cum Laude Graduate with Honors from the NY Institute of Technology, Westbury, NY. She is a Certified Medical Laser Safety Officer by the Board of Laser Safety, and a New York State Licensed Aesthetician, Certified in Medical Aesthetics by Vascular Surgeon, Franklin Johnson, M.D. Additional study has been through the Raynor Institute of Advanced Aesthetics, Washington, D.C., and through private training with Plastic Surgeon Candido Fuentes/Felix, M.D.
Her experiences began in Private Practice and as an Associate to Physicians in Plastic Surgery and Dermatology. With over ten years in the field, and thousands of hours of practical experience, she performs various Cosmetic Laser Procedures for Hair Removal, Vascular Conditions, IPL, Skin Rejuvenation, Collagen Remodeling, and Tissue Tightening. She has served as Director of Cosmetic Laser Procedures for Commack Dermatology, Commack, NY; Director of Laser Treatments at the Cosmetic Restoration Center, Garden City, NY; Laser Specialist at North Shore Cosmetic Medical Center, Syosset, NY; Laser Director for Aristocrat Plastic Surgery, Great Neck, NY; and as Regional Manager and Trainer for CLEAR lasers, Manhattan, NY. She has taught various courses involving Fundamentals of Cosmetic Laser Procedures and Advance Skin Care for the Board of Cooperative Educational Services (BOCES) of Western Suffolk County, NY, and the New York Institute of Beauty Post Graduate School, Syosset, NY. Additionally, she has served as Regional Trainer for Cutera Laser Manufacturer, Brisbane, CA, in the use of Class IV Laser Systems for Physicians, Nurses and Medical Staff.
Ms. Davies currently owns and operates the Blue Dove Spa, a Medi-Spa located in Cold Spring Harbor, NY, offering Advanced Skin Care Treatments and a variety of Cosmetic Laser Procedures under the Medical Directorship of Dermatologist Gary M. Hahn, M.D. |

William J. Ertle, CLSO, CMLSO, President
Mr. Ertle has been associated with Rockwell Laser Industries (RLI) since 1989 where he now holds the position of President. Bill has provided in-depth lectures and training presentations for numerous RLI Training Institute courses, industry conferences, as well as presentations for events at Sandia National Laboratories, Los Alamos National Laboratories, The Fabricators and Manufacturers Association, IEEE/LEOS, OPTCON, ALAC, Bay Area Laser Safety Officers (BALSO) and the International Laser Safety Conference (ILSC). Bill has also authored and co-authored several laser safety articles.
In addition to his training-based activities, he routinely provides RLI clients with product specific technical information on laser safety eyewear, windows, barriers, interlocks and other related laser safety equipment.
Bill is the Chairman of the ANSI Z136 Technical Standards Committee on Control Measures and Training (TSC-4) and a voting member of the Accredited Standards Committee, the main Z136 committee. He is an active member of the Laser Institute of America (LIA) and a former member of their Board of Directors as well as a member of the American Society for Lasers in Medicine and Surgery (ASLMS). He is a member of the Canadian Standards Association (CSA) Technical Committee on Laser Safety and is a Certified Laser Safety Officer by the Board of Laser Safety. Roy Henderson, Course Lecturer
Roy Henderson is based in the UK, where he provides laser safety consultancy. His background is in optical physics, and he has been involved in medical, commercial and industrial applications of lasers since the 1960's. He lectures widely on laser safety, and provides safety support and training to both users and manufacturers of laser equipment. Roy is actively involved in international standards work in IEC and ISO, where he led the project team that has developed a new international User's Guide for the safe use of lasers. He is also the co-author of the book "Laser Safety". |

R. Timothy Hitchcock, CIH, CLSO, Course Lecturer
Robert Timothy Hitchcock is a certified industrial hygienist and certified laser safety officer with over twenty years of experience in the chemical and electronics’ industries. He has B.A. and B.S. degrees from East Carolina University and a M.S.P.H in environmental engineering from the University of North Carolina.
Tim is a Fellow in the American Industrial Hygiene Association (AIHA), a member of the Nonionizing Radiation Committee of the AIHA, a Senior Member of the Laser Institute of America (LIA), a member of the Board of Directors of the LIA, and a member of the Board of Laser Safety. Tim has served and a member of the Nonionizing Radiation Advisory Committee of the North Carolina Radiation Protection Commission for more than 12 years. He has been a member of Accredited Standard Committee Z136 on laser safety since 1988 and currently serves on three Technical Subcommittees, and two Standards Subcommittees.
He is the recipient of the AIHA’s 2004 Edward J. Baier Technical Achievement Award for the most significant technical contributions to industrial hygiene in recent years. Tim received the inaugural the Friends of the AIHA Press Award in 2000, presented by the AIHA Publications Committee and AIHA Knowledge Group. The AIHA’s Nonionizing Radiation Committee presented Tim with the Distinguished Service Award in 1996 and an Excellence Award for development of the Nonionizing Radiation Guide Series in 1999. |

Thomas Lieb, CLSO, Technical Consultant
Along with graduate studies in optical physics and mathematics Thomas Lieb holds BS/BA in Business from the University of Redlands. Working initially in telecommunications, he was involved in the first application of optical communication systems for commercial use. In the early years in the laser industry, he worked to improve the optical design performance of several laser products used in the rugged construction industry. While at major laser companies, he held several senior management positions including; General Manager of a Business Unit; Manager - International Marketing; Manager of Quality and Reliability; and Regulatory Affairs Officer (at a medical-surgical laser company). Thomas Lieb has guided L*A*I since 1988 as President and continues as the company's principal consultant. Since joining L*A*I, Mr. Lieb has managed comprehensive R & D projects, guided integration of laser optical systems, developed management and laser safety training programs, and taught under-graduate engineering courses in Introduction to Laser Technology. In addition to overseeing the company’s compliance design and assembly/integration operations, Mr. Lieb is a board Certified Laser Safety Officer. and regularly consults for safety companies. As a Laser Safety Consultant, he provides both US and EC laser safety guidance, and often fills the role of consultant to Test Houses and Notified Bodies (UL, TUV Rheinland) for the laser portion of EC Mark certification.
Mr. Lieb is a participant in BALSO (Bay Area Laser Safety Officers) and member of the ANSI Z136 Accredited Standards Committee. Selected as Chairman of the Z 136 Sub-committee on Lasers in Manufacturing, Mr. Lieb is also a delegate to AWS C7C; ANSI B11.21; ISO TC 172/SC 9; and IEC TC 76, as well as having been project leader and the principle non-European author of ISO's Safety Standard for Machines Using Lasers in Material Processing (ISO/IEC 11553-1, -2, -3), and has contributed to the subcommittees for Benchmarks on both laser cutting & laser welding. He is currently Chair of IEC/TC 76 WG 10, Secretary of IEC/TC 76 WG 7, Secretary to ISO/TC 172/SC 9 WG 5, and the Technical Committee Liaison for IEC/TC 76. Mr. Lieb has authored a variety of technical papers and articles on industrial lasers, and lasers for use in the EC, including contribution to the textbook Laser Materials Processing, Migliore, et al, 1996 and to the trade publications "Photonics Spectra" and "The Fabricator.", and participated in the compilation of LIA’s guidebook for Best LSO Practices. |

Gregory Makhov, Consultant
Greg Makhov is a lecturer in the RLI Lasers in Art and Entertainment and Lasers in Airspace courses. He has been involved with lasers for the entertainment world since 1977. He is currently Director of Laser Products at Lighting Systems Design, Inc.. Greg has many years of experience with entertainment laser installations at the Disney EPCOT Center in Orlando and other locations. His presentations provide a unique mix of his in-depth understanding of theory and practical "hands-on" experience. |

Patricia A. Owens, RN, MHA, CMLSO, Course Lecturer
Patti Owens is presently working with James Brazil MD, Dermatologist, at the Olympic Dermatology and Laser Clinic in Olympia, WA. For the last 5 years, she has managed the laser/aesthetic and marketing program at the clinic. She has also performed cosmetic and aesthetic laser procedures under physician direction for the last 8 years. Patti's past employment also included Laser manager and Laser Safety
Officer at Providence St. Peter Hospital Laser Center from November 1985 to
March 2000.
As a selected “Center of Excellence” with a variety of laser/aesthetic companies, Patti has also been involved with coordination of medical training workshops, preceptorships, and research on a national level since 1986.
Patti established her consulting business, Northwest Laser Aesthetics, in 1999 were she teaches laser safety workshops along with hospital and office-based management programs. She has served on the Governing Council of AORN Advanced Technology Assembly for Nurse/Allied Health Personnel. She has been the Nursing/Allied Health Chairperson of ASLMS in 1999 and 2005. She received in 1999 the Nurse Excellence Award from ASLMS. She is presently a national consultant for a variety of laser companies and national organizations including Rockwell Laser Institute, American Society of Laser Medicine and Surgery (ASLMS), Lumenis Company, Laser Training Institute, and Thermage Corporation. She has served on the ANSI Z136.3 sub-committee for 2005 revision. Patti was also involved in the core group establishing the CMLSO examination with LIA (Laser Institute Of America). |

Jay Parkinson, Consultant
Jay Parkinson is an internationally recognized laser safety specialist with over 19 years of experience working in laser safety.
Jay has a wealth of practical knowledge concerning the application of laser safety to manufacturers and users in the areas of entertainment, consumer and commercial goods, industry, medicine, education, and telecommunications. He has extensive experience performing facility audits in industrial and research settings, designing custom laser safety programs, and teaching in laser safety training courses. His specializes in assisting manufacturers with compliance of national and international laser product safety performance requirements.
Jay is a Certified Laser Safety Officer with a B.S. in Physics from the University of Washington. He serves on the IEC technical committee (TC 76) that is responsible for the international IEC 60825 series of standards. Jay also participates on a variety of ANSI Z136 committees and is chairman of the Z-136.10 Committee which is drafting the new standard for the safe use of lasers and laser systems in entertainment, display and exhibitions. He has also been a member of the Laser Safety Hazards subcommittee of the G-10 Aerospace Behavioral Engineering Technology Committee.
Jay has served as VP of Operations and as Laser Safety Officer for a laser display and special effects company that was considered the world leader in their field. After leaving the special effects and display industry he has worked as the primary standards consultant for Rockwell Laser Industries (RLI). |

Martin S. Piltch, Ph.D., Course Lecturer
Martin Piltch serves as a lecturer and technical consultant for RLI. He received his AB (Physics) from Columbia College in 1960, MS (1968) and Ph.D. (1971) in Physics from the Polytechnic Institute of Brooklyn and an MBA (1980) from the Robert O. Anderson School of Management of the University of New Mexico. He was also a Senior Visiting Scientist at the Max Planck Institute for Quantum Optics in Munich, West Germany and a Visiting Professor at St. Andrews University in Scotland. |

Kenneth J. Puckett, Technical Consultant
Ken Puckett has over fifteen years working experience as an engineer with Underwriters Laboratory in Research Triangle Park, North Carolina and is now a technical consultant for Rockwell Laser Industries. Ken specializes laser/LED safety. Ken also serves RLI clients with testing and classification for laser/LED devices. Ken has a Bachelor's degree in Electrical Engineering from the University of North Carolina.
His credits also include membership in United States Technical Advisory Group (US TAG) laser safety committee, American National Standard Institute (ANSI) and the International Electrotechnical Commission (IEC) Technical Committee (TC) No. 76. |

William P. Roach, CLSO, CHP, NRRPT, Course Lecturer and Consultant
Lt. Colonel William P. Roach is the Deputy Commander, Detachment 5, Air Force Research Laboratory. He also serves as the Chief, Radiofrequency Branch, Directed Energy Bioeffects Division, Human Effectiveness Directorate, Air Force Research Laboratory. Lt. Colonel Roach is a Diplomat of the American Board of Health Physics, certified (by examination) National Registry of Radiation Protection Technologists, a Certified Laser Safety Officer (by examination) by the Board of Laser Safety, and is rated as a Chief, Biomedical Science Corps Officer.
Lt. Roach graduated with his Ph. D. in physics from the University of Missouri-Columbia in 1990 and has went on to hold membership in professional organizations such as the LIA (Elected Member of the Board of Directors), International Society for Optical Engineering, and AF Surgeon General Delegate to the Tri-Service Panel on Directed Energy Weapons. Lt. Roach holds distinction as a Senior Member of the LIA and a Fellow of The American Society for Laser Medicine and Surgery. |

Benjamin A. Rockwell, Ph.D., Consultant
Benjamin Rockwell serves as a consulting scientist and lecturer for RLI. He graduated in 1986 with a B.S. in Physics from Central Missouri State University and was awarded his Ph.D. in 1991 from the University of Missouri at Columbia. He joined the Optical Radiation Division of the Air Force Armstrong Laboratory, Brooks Air Force Base where he has conducted research specializing in the bioeffects of ultrashort laser pulse interactions. Ben is currently serving on the executive committee of the ANSI Z136 committee. |

Dr. Fred P. Seeber, Course Lecturer
Dr. Fred P. Seeber, past director of the Laser Institute of Technology for Education and Research and professor emeritus of Photonics/Physics, Blackwood, NJ is the Chairman of the Z-136.5 ANSI committee which published a new laser safety standard for educational institutions. Dr. Seeber also serves on the general committee of the ANSI Z-136 for laser safety. Dr. Seeber has authored many articles on laser safety and is a co-author of a new text in photonics entitled "Fundamentals of Light and Lasers" published by CORD Communications, Waco, Texas. He has lectured throughout the country and abroad on laser physics, laser applications, laser safety and medical applications of lasers.
He holds a doctorate in Physics and Education from Rutgers University and is a Fellow and past director of the Laser Institute of America. He serves on the LIA Board of Laser Safety. Dr. Seeber is a primary consultant for the US government and many hospitals on lasers and laser safety. He is a member of the American Institute of Physics, LIA, OSA, SPIE and the Institute for Applied Laser Surgery. |

Darrell Seeley, CLSO, Course Lecturer
Darrell Seeley has more than 17 years experience in laser safety and laser safety training, he has amassed the following accomplishments over that time. Darrell was one of the first nine persons in the U.S. to become a Certified Laser Safety Officer (CLSO),a member of the Board of Commissioners of the Board of Laser Safety, a member of ANSI Accredited Standards Committee ASC Z136 Safe Use of Lasers, corporate member, Laser Institute of America, a member of two ANSI Z136.1 subcommittees on laser safety, a past member of the Board of Directors of the Laser Institute of America (LIA), an industrial laser safety trainer in the U.S. and Canada for the LIA for more than ten years, a visiting laser scientist with the U.S. Army, Aberdeen Proving Grounds, Maryland; Cedar Sinai Medical Center, Los Angeles CA; the Laser Institute of America, Orlando FL; and the Austrian Research Centers, Seibersdorf, Austria, Darrell has also been a Professor of Physics at the Milwaukee School of Engineering, Milwaukee WI, for 22 years. |

Penny J. Smalley R.N., CMLSO, Course Lecturer
Penny Smalley is an independent nurse consultant working in the field of laser technology and safety since 1980. She also assists the industry with clinical product development, sales training, and a variety of related services.
Ms. Smalley works with many international professional organizations to design and implement safety education programs, including: American Society for Laser Medicine and Surgery, Dermatology Nurses Association, Asia Pacific Association for Laser Medicine and Surgery, International Society for Laser Medicine and Surgery, World Association for Laser Therapy, International Academy for Laser Medicine and Surgery, European Medical Laser Association, and the Australian Centre for Medical Laser Technology.
Ms. Smalley is listed in Who’s Who of American Women, and Who’s Who in American Nursing, has authored numerous articles and text chapters, and has taught perioperative concepts in laser technology and safety, throughout the world. |

Dave Stefanovsky, Consultant
Dave has been involved in the medical laser arena since 1982. He has been instrumental in the technical instrumentation and development of photodynamic therapy centers in the Midwest. He is now associated with a major healthcare facility in the Midwest and was formerly associated with the Cincinnati Jewish Hospital and Laser Sonics. He is the president of Stefanovsky and Associates, Inc., developer of various patient eyecups and guards for use during laser therapy. Dave is a graduate in the electronics and electro-optics technology programs from both Texas State Technical Institute and Cuyahoga Community College. |

Sheldon A. Zimmerman, Course Lecturer and Consultant
Mr. Zimmerman is an internationally recognized expert in Laser Safety currently managing the Laser System Safety Technical Direction Agent Program at a Navy laboratory. He is convener of the IEC TC 76 Working Group 3 on Laser Radiation Measurements and the chairman ANSI Z136.4 Subcommittee for the American National Standard Recommended Practice for Laser Safety Measurements, Hazard Evaluation, and Instrumentation.
Mr. Zimmerman has worked on the NATO STANAG 3606 committee for range laser safety and with the Society of Automotive Engineers (SAE) G-10T Subcommittee on Laser Safety to help develop the Federal Aviation Administration Order 7400.2D, which provides guidance on laser exposure levels near airports.
Mr. Zimmerman is a Fellow of LIA, a member of the LIA Board of Directors, and has been published in the Journal of Laser Applications and Proceedings of International Laser Safety Conferences. A graduate of the University of Wyoming, Mr. Zimmerman also holds certifications such as CLSO, Navy Laser Safety Specialist, and Navy Range Laser Safety Specialist. |

Tony Zmorenski, Consultant
Tony Zmorenski is recognized by his peers as having significant experience in the safety of lasers field as applied to the entertainment and out-of-doors environments. He currently serves as the Senior Safety Administrator and Laser Safety Officer for one of the world's finest theme parks in Orlando, Florida. Tony contributes his expertise by serving on the Control Measures Subcommittee of ANSI Z.136.1 Committee "For the Safe Use of Lasers" and also serves on the ANSI Z.136.6 "For the Safe Use of Lasers Out-of-Doors" Committee. |
